[SPARK-21127] [SQL] Update statistics after data changing commands
## What changes were proposed in this pull request?
Update stats after the following data changing commands:
- InsertIntoHadoopFsRelationCommand
- InsertIntoHiveTable
- LoadDataCommand
- TruncateTableCommand
- AlterTableSetLocationCommand
- AlterTableDropPartitionCommand
## How was this patch tested?
Added new test cases.
