With your current change, you won't allow re-tries of the client-mode AM.
It's rarely the user's fault when the client-mode AM needs to be restarted.
I kinda agree with Tom that at this point it's safer to just leave the
current behavior as is, and if you really care about it, you can set the config
you want in your default cluster settings.
