[SPARK-21191] DataFrame Row StructType check duplicate name
## What changes were proposed in this pull request?
to Avoid dataframe to have duplicated name when create dataframe using
`toDF(columns)` and `StructType`
## How was this patch tested?
add util test in `RowSuite`
