a question: can we track the number of sending chunks in
`TransportRequestHandler` instead of `StreamManager`? It looks weird to me that
only `OneForOneStreamManager` does the tracking while we put this concept in
the `StreamManager` interface, and makes me doubt that if `StreamManager` is
the right abstraction level for tracking the number of sending chunks.
