[SPARK-21526] [MLlib] Add support to ML LogisticRegression for setting
initial model
## What changes were proposed in this pull request?
* Change ML LogisticRegression setInitialModel from private to public.
* Add getInitialModel method.

Running `./dev/run-tests`.
