Also note that I would like to investigating making the locality logic in
the scheduler better as I don't think it should take 60+ seconds for it to fall
back to use a node for rack local. Ideally we also have the scheduler telling
the allocator it needs a node. I just see that as a bigger task. If there
are real objections to this we can fix the basic going to 0 and wait on that.
