I have one question about the target of this PR: are we targeting to build
a specific client to AM endpoint which only exists in yarn cluster mode, or
we're targeting a general client to driver communication?
For example if we're going to support pushing tokens from external client,
then I think it should be orthogonal to cluster managers, also like querying
application state.
