This is part of SPIP https://issues.apache.org/jira/browse/SPARK-21190
I have been engaging in discussion of SPARK-21190 and make sure whatever I
am doing here doesn't diverge from the general design the vectorized UDF.
I don't expect we start to merge this until we have a solid design in
SPARK-21190. It would be great if Spark commiters can help move the discussion
on SPARK-21190 forward.
