[SPARK-21770][ML] ProbabilisticClassificationModel fix corner case:
normalization of all-zero raw predictions
## What changes were proposed in this pull request?
ProbabilisticClassificationModel: Improve normalization of all-zero raw
predictions, set each value to be 1 / size. This fix corner case for all zero
vector input.
## How was this patch tested?
Test case added.
