[Spark-21842] Support Kerberos ticket renewal and creation in Mesos
## What changes were proposed in this pull request?
Add a class, `MesosCredentialRenewer` that updates delegation tokens on a
schedule on the behalf of Spark Drivers.
## How was this patch tested?
Manually against a Kerberized HDFS cluster.
