I think the best approach is to leave the existing `OneHotEncoder` and
deprecate it for `3.0.0`. Then in `3.0.0` we can remove the old one and rename
`OneHotEncoderEstimator` -> `OneHotEncoder` to fit with the convention of other
`Estimator/Model` pairs.
