[SPARK-21708][Build] update some sbt plugins
## What changes were proposed in this pull request?
These are just some straightforward upgrades to use the latest versions of
some sbt plugins that also support sbt 1.0.
The remaining sbt plugins that need upgrading will require bigger changes.
## How was this patch tested?
Tested sbt use manually.
