Related Future PR: In mlib QP Solver (QuadraticMinimizer.scala)
3.Replace dense gram matrix to sparse. (Move from jblas dense matrix to
breeze sparse matrix).
4.Also add inequality constraints to the QP now it only has equality
constraints.
