[SPARK-22654][TESTS] Retry Spark tarball download if failed in
HiveExternalCatalogVersionsSuite
## What changes were proposed in this pull request?
Adds a simple loop to retry download of Spark tarballs from different
mirrors if the download fails.

Existing tests
