Hey @vanzin I left a few more minor comments. Have you tested this on
branch-1.1? If it works as expected then this LGTM. I believe the only
substantial difference between this and the one we merged into master is that
we have to put some of the logic in a utils class because the yarn allocator
refactor was not in 1.1.
