@andrewor14 I have got a full picture of what you are planning to do there.
The details are exactly the same as this PR. I have tried to keep the
auto-scaling pieces totally separate whereas your design adds to the existing
infrastructure. Don't necessarily see that one design is better than other,
hence if you plan to build a prototype on top of this PR itself, I am fine with
that.
