## What changes were proposed in this pull request?
Bump previousSparkVersion in MimaBuild.scala to be 2.2.0
Add the new exclusion to `v23excludes` in `MimaExcludes`
[TODO]: un-exclude any new subprojects / artifacts that were added in 2.2.0
## How was this patch tested?
The existing tests.
