[SPARK-23131][CORE][WIP] Stackoverflow using ML and Kryo serializer
## What changes were proposed in this pull request?
Update chill to 0.9.2, Kryo to 4.0.x, to get bug fixes and improvements.
This can be in Spark 3 at the latest, but may be fine for Spark 2.4 as well.
## How was this patch tested?
Existing tests.
