[SPARK-23340][BUILD] Update ORC to 1.4.2
## What changes were proposed in this pull request?
This PR updates Apache ORC dependencies to 1.4.2 released on January 23rd.
Apache ORC 1.4.2 release removes unnecessary dependencies.
## How was this patch tested?
Pass the Jenkins build and tests.
