In that case it might make sense for the interface to the schedulers to be
`setRequestedExecutors(num)` rather than `addExecutors(num)`. This makes more
sense for both YARN and standalone and it will make things simpler. We can
always just compute the number we'd like to have (based on the current number
we have, the maximum, etc).
