The build failed because the PR merged "cleanly" with master, but the merge
removed necessary imports.
Sorry for forgetting about this for so long - the underlying flakiness is
no longer present, so I stopped thinking about it. (For that reason, I don't
think there's any problem that this didn't make the 2.3 cut.)
