My impression was that we did reach a consensus that this was the right
idea from the mailing list discussion. Specifically
http://apache-spark-developers-list.1001551.n3.nabble.com/Kubernetes-why-use-init-containers-tp23113p23140.html.
We want to get this in before we start refactoring because it reduces the
size of the code that actually needs to be refactored by a sizable amount.
