[SPARK-23570] [SQL] Add Spark 2.3.0 in HiveExternalCatalogVersionsSuite

Add Spark 2.3.0 in HiveExternalCatalogVersionsSuite since Spark 2.3.0 is
released for ensuring backward compatibility.
