Ah, okay; that makes sense. I just wanted to figure out whether this could
explain errors / failures in typical user jobs.

There's a limit before which we start unrolling blocks, and if the thread can't
even reserve up to that limit, then we simply give up unrolling a block without
even trying. In practice, this mostly happens when we try to make small
BlockManagers in tests.
