Yeah, we should be able to keep the minimum version the same, afaik there
is no break in compatibility. @HyukjinKwon so do you suggest we should test
with the minimum version and current version of pyarrow?

Good point @felixcheung , I don't know. Is it possible to have a different
environment for other branches
