[SPARK-23852][SQL] Upgrade to Parquet 1.8.3
## What changes were proposed in this pull request?
Upgrade Parquet dependency to 1.8.3 to avoid PARQUET-1217

Ran testcase from SPARK-23852 (will backport in a separate PR after this
goes in).
