@felixcheung @squito let's merge this to avoid the limitation of
MAX_SLAVE_FAILURES = 2 (this is not good at all) and then for sake of
completeness and correctness we adapt the fix in SPARK-16630 to mesos.
I think blacklisting code for yarn is more sophisticated anyway. Thoughts?
