[SPARK-21274][FOLLOWUP] Enable support of MINUS ALL
## What changes were proposed in this pull request?
Enable support for MINUS ALL which was gated at AstBuilder.
## How was this patch tested?
Added tests in SQLQueryTestSuite and modify PlanParserSuite.
