More troublingly, the applications described in
[SPARK-4133](https://issues.apache.org/jira/browse/SPARK-4133) worked in Spark
1.0.2 despite the fact that they created multiple SparkContexts, but broke in
1.1.0 because we don't have any tests for multiple active SparkContexts and are
therefore unable to prevent user-facing behavior changes / regressions.

So, even though this is potentially a user-visible API change, we've
already inadvertently broken applications that depended on the old feature, so
I think that this change is a net improvement.
