@rxin its for streaming sources and sinks as explained in the [doc](

It had to be shared between classes in reader.streaming and
writer.streaming, so was added in the parent package (similar to other
streaming specific classes that exists here like
[StreamingWriteSupportProvider.java

we could move all of it to a streaming package.
