This PR has been tested and passed on a local cluster with an integration
test that will be merged in a follow-up PR. It passes all three configuration
options. It is now in a state that is ready for review. The strategy for
merging will be that the feature will be merged, followed by the unit tests,
and lastly with the integration tests (as that is the largest portion). @vanzin
@mccheah @holdenk @felixcheung @skonto for review and testing if possible.
