[MINOR][ML] Remove `BisectingKMeansModel.setDistanceMeasure` method
## What changes were proposed in this pull request?
Remove `BisectingKMeansModel.setDistanceMeasure` method.
In `BisectingKMeansModel` set this param is meaningless.
