Ping @pwendell @andrewor14. I think that this major simplification /
redesign is ready for review. I've updated the PR description to reflect my
recent changes.
I'd be happy to talk through potential counterexamples / edge cases, so
feel free to just post a comment if you spot anything that seems suspicious;
don't spend too much time trying to work through an example if it's not clear:
just ping me and I'll post an explanation.
