I don't really agree with this. As I mentioned
[here](https://github.com/apache/spark/pull/22450#issuecomment-423077220), I
think we can avoid to use negative scales regardless of the value of the flag,
since before #20023 a negative scale here is not possible. So I think we can
just add a check for avoiding a non-negative scale in `DecimalType.fromLiteral`.
