@mgaido91 well, your long explanation makes me think we should have a
design doc about it, and have more people to review it and ensure we cover all
the corner cases. And seems there are more problems like the data type of
literals(e.g. `1e3`).
I'd suggest we pick a safer option: allow users to fully turn off
