Hey, sorry for the late review. I independently stumbled across a similar
issue and opened #3236 for this, but it looks like your PR might subsume mine
(or the other way around).
Is the YARN issue due to us not encoding the querystring properly in the
first place? Could you see whether my PR fixes your issue?
