I've tested this out locally and it works.
@zsxwing In terms of adding warnings about this, the right place would
probably be wherever we allocate executorIds. If there was an explicit
ExecutorId type, then we could add documentation to that type. I'd be fine
with adding those warnings in a separate commit, though, since I don't think
there's a great place to do this now. (Also, don't think that any of the
existing implementations should return executor ids that contain `%`).
