Thanks for looking into this, but I don't think that this change is needed
at all. The `IF NOT EXISTS` is propagated to Hive and they should not throw an
exception when it is present. Additionally, the test case you added passes by
itself without the other change. Unless I'm missing something I suggest we
close this issue.
