I want to be aware of the policy as well. Maybe do you mean correctness issue and data lose mentioned at https://spark.apache.org/contributing.html? They can be considered as blockers? Blocker means: pointless to release without this change as the release would be unusable to a large minority of users. Correctness and data loss issues should be considered Blockers. It's difficult to say but at least looks not so few of users.
