[SPARK-20156][SQL][ML][FOLLOW-UP] Java String toLowerCase with Locale.ROOT
## What changes were proposed in this pull request?
Add `Locale.ROOT` to all internal calls to String `toLowerCase`,
`toUpperCase`
## How was this patch tested?
existing tests
