Personally I prefer the approach in #4429. Basically, the issue is that
maven converts any "-Dfoo" to "-Dfoo=true" automatically at an earlier stage in
the pipeline. SBT doesn't do that, so the system properties are different when
the profiles are loaded. If we just make SBT consistent with maven in this
case, we don't need to have any discrepancy in the documentation.
