[SPARK-26005] [SQL] Upgrade ANTRL from 4.7 to 4.7.1
## What changes were proposed in this pull request?
Based on the release description of ANTRL 4.7.1.,
https://github.com/antlr/antlr4/releases, let us upgrade our parser to 4.7.1.
