Isn't the behaviour of step 5 is what we're looking forward to ? That's good question. Yeah, this may not be a big problem that must be fixed. I don't know if behaviour of step 5 is design goal. I just think there's some inconsistency here : we evicted all entries but still got smaller free space than pool size. It seems that no obivous overhead is brought in if we resolve this inconsistency.
