   After the first scheduled check at 60s executors will be filtered from the 
list, code here

 . So at 2nd run this removeTimes will be empty
   
   This change only makes sure initializing flag is used properly, rest of the 
logic is same.
   
   Yes ofCourse I can delete totalRunningTasks
