This change doesn't make it expire executors immediately or anything. I do think it's a real problem: it is realistic to imagine running an interactive session with dynamic allocation and a 0 minimum, and maybe you don't actually start executing Spark jobs for a while or step away. Not removing those executors at all sounds surprising doesn't it?
