Hey it seems that we can only support this feature when the jar is local
(i.e. with the `file:/` URI scheme). In general I think it's hard to support
this for all schemes, unless we download the jar from HDFS or something here,
but this may have other implications. For this PR, I think it makes sense to
only support it for the `file` scheme.
