This PR targets to fix streaming join test flakiness on branch-2.3, via porting back commit(s) which look to be potential fix(es). Once we found the set of commits maybe ideal to not squash them into one. Hence I'm not taking much care of PR's title and description for now. ## How was this patch tested? Multiple Jenkins builds trigger will follow.
