The failures look relevant to [SPARK-23390](https://issues.apache.org/jira/browse/SPARK-23390) and relevant issues. The major fix [SPARK-26427](https://issues.apache.org/jira/browse/SPARK-26427) looks requiring ORC version upgrade, so not sure we can take it forward for branch-2.3.
