OK, some progress. Tests are running in parallel; the forked JVMs are
getting the correct options; and I can successfully run tests for individual
projects (e.g. `catalyst/test`, `hive/test`) on my laptop in this fashion.
Interestingly, and by interestingly I mean tragically, I still don't see
that the individual project tests are running any faster on my laptop (may well
be due to the laptop's limited capabilities), and when I run everything here
via Jenkins I get inconsistent failures.
@JoshRosen It might be interesting for you to re-try this PR at
1c8081aacfcc4fae1749e196ed61bd76b73eca3c, ignoring the interleaved output, and
see if you can make anything of the test failures.
