This patch proposes refactoring `serializerFor` method between `ScalaReflection` and `JavaTypeInference`, being consistent with what we refactored for `deserializerFor` in #23854. This patch also extracts the logic on recording walk type path since the logic is duplicated across `serializerFor` and `deserializerFor` with `ScalaReflection` and `JavaTypeInference`. ## How was this patch tested? Existing tests.
